April 19th, 2026Helping Vulnerable Victorians Slash Energy Bills
The state government has announced the insulation discount under the Victorian Energy Upgrades (VEU) Program will be available for eligible social housing from 14 April.
This will help residents save an average of $418 a year on their energy bills.
The discount will slash around $1,482 off the cost of installation; about 30 to 50 per cent of the total cost depending on home size.
Social housing residents will be among the first to benefit as the Energy Efficiency in Social Housing Program (EESHP) will be eligible in the first stage.
The program will expand to all eligible Victorian homes with no or low ceiling insulation from 1 October 2026.
The staged rollout gives installers time to get fully certified and train their workforce to deliver safe, high-quality upgrades across every home.
Every upgrade will meet strict standards, including mandatory electrical safety checks, installer assessments, and approved product rules – excluding higher-risk materials like foil-faced, cellulose, and loose-fill insulation.
